SYNOPSIS: To advise Miami Division of CACU concurrence with the travel request of two Miami agents to travel to Sydney, Australia from March 14-21, 2011 to interview a United States Citizen [name redacted].

DETAILS: CACA concurs with Miami Division's request for two Miami agents to travel to Sydney, Australia from March 14-21, 2011. Additionally, the Criminal Investigative Division's Deputy Assistant Director concurs with the Miami Division's international travel request.

CACA advises Miami Division to conduct all appropriate country clearance requirements for official travel to foreign countries as established by the Office of International Operations (OIO).

REQUIRED PROCEDURES FOR INTERNATIONAL FBI TRAVEL:

1. Submit an Executive Communication (EC) to the responsible LEGAT office indicating intended travel to its Area of Responsibility with personnel information, purpose of travel, and detailed information. Leads should also be set to region-specific operational units in OIO, the Security Division (to request clearance passage to embassies), and CIRG at SIOC for inclusion on the SIOC Foreign Travel Report.

2. Complete and submit an electronic Country Clearance (eCC) request through the Department of State internet portal (https://ecc.state.gov). Multiple travelers with same itineraries can be included in one eCC request. Travelers are responsible for submitting requests.

3. Complete and submit the Clearance Passage Worksheet to the Clearance Passage, Contractor, and Law Enforcement Reinvestigations Unit (CPCLERU). One worksheet can be filled out for maximum of ten people and submitted electronically.

NOTE: All information in the eCC should be unclassified; specific operational details should be included only in the secure/classified FBI EC.

If the purpose of travel is sensitive and submitting information via public domain could compromise the reason for travel, contact the LEGAT office immediately.
